Call for proposals for the Small Grants Program 2005/2006 supported by BTD Grant Nr. 6418



BACKGROUND AND OBJECTIVES

Small grants progam seeks to encourage youth organizations, women's organizations and media as target groups to build a more sistematic and consistent partnerships and pursue joint activites on a longer-term basis. As an important contribution to the long-term development of cooperation between the media and NGOs in Serbia and Kosovo, these small grants are intended to promote and facilitate civic dialogue and cross-sector initiatives. This is a project-specific fund that offers modest institutional support (not more than 20% of the budget).

MORE PRECISELY, OBJECTIVES OF THE SMALL GRANTS PROGRAM ARE:

1. Facilitation, mobilization and strengthening of the two-way communication and dialogue between youth organizations, women's organizations and media;
2. Providing support for organizations pursuing interethnic and regional cross-sector initiatives on long-term basis;
3. Enabling the strategical focus on the improvement of understanding and promotion of tolerance and stability in the Region.

BRIEF DESCRIPTION AND ELIGIBILITY

Small Grants Program provides support for organizations in Kosovo and Serbia in order to increase project outreach and mutual cooperation. Civic Dialogue will award grants in ammounts ranging from 1000 EUR to 5000 EUR to registered NGOs and media organizations in Kosovo and Serbia.
To be eligible, organizations must be active in strengthening mutual dialogue and in developing joint multi-ethnic initiatives.
Via fair and equal competition grant recipients will enjoy priority in attending Civil Dialogue -funded workshops and conferences where a variety of sectors will discuss in greater detail NGO and media development issues.

APPLICANTS MUST BE ABLE TO:

- PRESENT A SOUND STRATEGICAL PLAN FOR THE DEVELOPMENT OF THE PROJECT:
• Applicants must develop an action plan for joint projects in Serbia and Kosovo that will be undertaken during the award period;
• Applicants should identify specific anticipated outcomes aimed to be achieved with the planned activities;
• The action plan should include strategies for the project development, including performance measurement and evaluation, outreach strategies, and any subsidiary activities in support of achieving the best outcomes of the joint activities;
• Advantage will be given to applicants who are able to demonstrate examples of succesful cross-border projects accomplished by their organization in cooperation with other media organizations or other NGOs in the Region.

- SUBMIT AN ESTIMATED BUDGET THAT:

• Describes in detail the need and relevance to the joint activities expected to be covered by the Small Grants program
• Does not request coverage of administrative costs to more than 20 percent of the organization’s overall budget planned for the period of the grant.

- PROVIDE THREE REFERENCES IN SUPPORT OF THE APPLICATION
References may be obtained from partner NGOs or government agencies in the region, previous donors of similar activities.

HOW TO APPLY

Organizations that wish to participate in this special initiative can contact either the KHCS “Mother Theresa” office in Pristina or the Center for Regionalism in Novi Sad. Application Form is available on Civic Dialogue website: www.civil-dialogue.org
The completed application must be returned to these organizations by November 5th 2005.
Late applications will not be considered.
If selected, organizations will be notified by December 15th 2005. godine. Final decisions are expected by December 20th 2005 and the award recipients will receive a letter of acknowledgement.
Final deadline for the realization of the approved projects is June 1st 2006.
Project proposals can be submitted in albanian, serbian or english language.
